Poverty Alleviation Programs: Monitoring vs. Workfare
The role of Poverty Alleviation Programs (PAP) in �ghting poverty and ensuring the satisfaction of basic economic needs is well known. How- ever, informational asymmetries create the need for adequate instruments to prevent fraud. This paper provides a static model of adverse selection where the gov- ernment (principal) aims to minimize the costs of a PAP that ensures that all individuals have access to an exogenously de�ned minimum in- come level. Agents may di¤er in their income-generating ability and disutility of labor. Under the di¤erent informational environments, we study the ef- fectiveness of workfare (that involves unpaid and unproductive work in the public sector) as a screening device, based on the comparison with standard monitoring. We �nd that when disutility of labor is the only unobservable variable, a workfare policy is ine¢ cient because it �crowds out�private sector work and signi�cantly increases the costs of the program. Under this informa- tional context, monitoring may be the best instrument for preventing fraud. When income-generating ability is the only unobservable variable, choosing between workfare and monitoring depends not only on the cost function associated with the latter, but also on income distribution. The analysis of this case would suggest that a workfare policy might be inef- �cient in the context of undeveloped countries where income distribution exhibits strong inequalities, but appropriate in developed ones. These conclusions suggest that a mixed policy combining workfare and monitor- ing may be optimal when both income-generating ability and disutility of labor are unknown.Poverty Alleviation Programs; fraud; monitoring; work- fare
How we got Here? A Methodology to Study the Evolution of Economies
This paper proposes a methodology to analyze the evolution of the economic development of countries. Our approach is based upon the definition of temporal trajectories of countries in a common bidimensional space yielded by a High-Order Singular Value Decomposition (HOSVD). These trajectories are defined with respect to a pre-selected set of macroeconomic indicators and are appropriate for comparison purposes. To show the applicability of the proposed methodology we have used data from the World Bank concerning the economic and financial development of EU-27 over a 14-year span, that goes from 1995 to 2008. Based on this data we group the EU-27 state members according to their economic development, which is indicated by the position of their trajectories on the plane. We further perform individual analyses of the trajectories of Luxembourg, Germany and Portugal, aiming to both detect and interpret trends and changes in these economies. The results show that this methodology is of importance for economic studies, since it can help the design, monitoring and evaluation of specific economic policies, as well as provide an overview of the evolution of the studied economic phenomenon.European Union, HOSVD, International Comparisons, Temporal Trajectories

discussing aesthetics from feminist and decolonial perspectives, departing from the category of ‘ruins’
and considering the many ways through which these ruins and their multiple inflections contribute

Modulation of α-synuclein aggregation and toxicity
Dissertação para obtenção do Grau de Mestre em Genética Molecular e BiomedicinaIt is widely known that α-synuclein (aSyn) is an amyloidogenic protein prone to aggregation. This protein is found in specific inclusions named Lewy bodies in the surviving neurons of Parkinsons’s disease patients and other synucleinopathy brains. This aggregation process is greatly affected by different post-translational modifications, such as phosphorylation, acetylation, and glycation. Lately it was shown that aSyn oligomeric species are more toxic than the inclusion bodies. Heat shock proteins (HSPs) are molecular chaperones able to modulate the folding and refolding of proteins. Its overexpression in Parkinson’s disease models reduces and prevents aSyn aggregation. As the reduction of aSyn aggregation can lead to an eventual accumulation of oligomeric species which may cause cell damage, the main goal of this work is to better understand the role of HSPs in aSyn oligomer formation, clarifying which are the aSyn resulting species formed in the presence of HSPs. Moreover, as glycation is suggested to accelerate abnormal protein deposition, we aimed to investigate how HSPs interfere with the oligomerization process of glycated aSyn.
In this study Hsp70 seemed to induce recombinant aSyn oligomerization, generating higher molecular weight species with no associated toxicity. On the other hand, Hsp27 reduced aSyn oligomerization in vitro possibly by inducing the formation of non-reactive small oligomers. MGO glycation increased protein aggregation and cell death. Interestingly, Hsp27 overexpression reversed glycated aSyn aggregation and its associated toxicity.
These results demonstrate the importance of HSPs modulation as a possible target of Parkinson’s disease therapeutics
Alfabetizaçao visual e formaçao de arte educadores: uma proposta arte educativa para a contemporaneidade
Este estudo foi desenvolvido em 2009 com alunos e egressos do curso
de Educação ArtÃstica – Licenciatura em Artes Plásticas da Escola
Guignard – UEMG/Brasil, e é fragmento do trabalho apresentado para
conclusão desse mesmo curso. Nele se aborda a arte-educação como
processo formal de alfabetização visual no contexto de uma sociedade
midiatizada. O objetivo é preparar arte educadores para que possam
auxiliar seus alunos para realização de uma leitura critica do discurso
visual das mÃdias. Os resultados evidenciam a necessidade da inserção
na grade curricular do curso de disciplinas ligadas à área tecnológica,
tanto no que diz respeito ao uso das tecnologias como ferramenta, como
sobre uma reflexão sobre como a imagem comunica significados através
dos meios tecnológicos.Ese estudio fue desarrollado en 2009 con alumnos y licenciados del curso de
Educación ArtÃstica - Licenciatura en Artes Plásticas de la Escola Guignard –

cursos disciplinas relacionadas al área tecnológica, tanto en lo que respecta
al uso de las tecnologÃas como herramientas, como en la reflexión sobre los
diferentes significados que la imagen comunica a través de los medios

Formação inicial de professores de Matemática em Portugal e no Brasil: Narrativas de vulnerabilidade e agência
Este artigo procura estabelecer uma ligação entre perspectivas que valorizam o
processo de construção da identidade profissional e diversas facetas dos programas
de formação inicial de professores de Matemática, na Universidade de Lisboa
(Portugal) e na Universidade Estadual de Londrina (Brasil). A investigação sobre o
ensino e aprendizagem da Matemática, bem como sobre a formação de professores,
tem informado diversas opções tomadas no desenho dos cursos, na definição do
leque de disciplinas, e dos respectivos conteúdos e metodologias. As ideias de
vulnerabilidade e agência aparecem, neste contexto, associadas ao desenvolvimento
de uma identidade profissional enquanto professor de Matemática que actua em
determinados contextos, sujeito a certos sistemas de mediação (Lasky, 2005). O
objectivo deste artigo é evidenciar aspectos ligados à construção da identidade
profissional de futuros professores das duas instituições, nomeadamente, os conceitos
de vulnerabilidade e agência, a partir das suas narrativas. Para isso utilizamos
narrativas produzidas por futuros professores no contexto desses programas de
formação que evidenciam a construção da identidade profissional, e que foram
desencadeadas através da auto-reflexão
SEGURANÇA ALIMENTAR NA PANDEMIA POR COVID-19: UM IMPACTO NA DIETA MUNDIAL
Objective: this study constitutes an integrative review on food insecurity during the pandemic, developed from the systematic selection in the scientific literature that currently observes and monitors COVID-19 and its relationship with hunger in Brazil and in the world. Methods: Data collection was carried out from April 12, 2020 to April 12, 2021, and bibliographic searches were carried out based on data obtained from official websites and documents published by WHO/WHO, UN, PAHO, MS, IBGE and the National Health Agency. Results and Discussion: for the UN, the COVID-19 pandemic can cause catastrophes of unimaginable proportions, doubling the number of hungry people in the world, reaching 265 million. In Brazil, half of the population had some degree of food insecurity in 2020, and the crisis caused by the coronavirus could create a situation of food insecurity for 40 million people in Latin America and the Caribbean, causing great hunger in several regions of the world. Conclusion: Pandemic highlighted the urgent need to adopt coordinated measures at global, national and local levels to prevent the impending humanitarian and food crisis, which threatens the most vulnerable groups. The moment is to build and strengthen initiatives aimed at social protection, ensuring full access to healthy and adequate food.Objetivo: este estudo constitui uma revisão integrativa sobre a insegurança alimentar durante a pandemia, desenvolvida a partir da seleção sistemática na literatura cientÃfica que atualmente faz a observação e o monitoramento da COVID-19 e sua relação com a fome no Brasil e no mundo. Métodos: A coleta de dados foi realizada no perÃodo de 12 de abril de 2020 a 12 de abril de 2021, sendo as buscas bibliográficas realizadas a partir dos dados obtidos pelos sites e documentos oficiais publicados pela OMS/WHO, ONU, OPAS, MS, IBGE e Agência Nacional de Saúde. Resultados e Discussão: para a ONU, a pandemia da COVID-19 pode provocar catástrofes de proporções inimagináveis, dobrando o número de famintos no mundo, podendo chegar a 265 milhões. No Brasil metade da população teve algum grau de insegurança alimentar em 2020, sendo que a crise causada pelo coronavÃrus poderá gerar uma situação de insegurança alimentar para 40 milhões de pessoas na América Latina e no Caribe, provocando muita fome em várias regiões do mundo. Conclusão: A Pandemia deixou evidente a necessidade urgente da adoção de medidas coordenadas a nÃvel mundial, nacional e local para prevenir a crise humanitária e alimentar iminente, que ameaça os grupos em maior situação de vulnerabilidade. O momento é construção e fortalecimento de iniciativas voltadas à proteção social, assegurando o pleno acesso à alimentação saudável e adequada
Expressões artÃsticas e educação inclusiva: práticas educativas dos docentes do 1.º ciclo do ensino básico
Dissertação apresentada à Universidade Fernando Pessoa como parte dos requisitos para obtenção do grau de Mestre em Ciências da Educação: Educação Especial, área de especialização em DomÃnio Cognitivo e MotorO reconhecimento da importância das Expressões ArtÃsticas como área fundamental para o desenvolvimento global e harmonioso dos alunos em geral e dos alunos com Necessidades Educativas Especiais em particular não se tem traduzido em práticas consentâneas. O objetivo deste estudo consiste em verificar, nas perceções dos docentes titulares de turma do 1.º Ciclo do Ensino Básico, práticas educativas propÃcias à inclusão de alunos com NEE pela Arte/Expressões ArtÃsticas, em contexto de sala de aula, assim como a relevância atribuÃda à s Expressões ArtÃsticas.
De acordo com a problemática e os objetivos definidos adotou-se um estudo descritivo e misto, em que se utiliza uma combinação das abordagens metodológicas de investigação quantitativa e qualitativa. Foi aplicado um inquérito por questionário a uma amostra não probabilÃstica por conveniência constituÃda por 42 docentes titulares de turma do 1.º Ciclo do Ensino Básico e que incluem alunos com NEE na sala de aula regular. A idade média na amostra é de 43,48 anos (Desvio-padrão de 7,259), variando entre os 35 e 59 anos, sendo 85,71% do género feminino.
Os resultados mostram que, apesar do reconhecimento da importância do papel globalizante e abrangente das Expressões ArtÃsticas no desenvolvimento dos alunos com NEE e no processo de ensino-aprendizagem, esta área tem vindo a perder importância no currÃculo, constituindo a sua extensão e a escassez de tempo as maiores dificuldades dos docentes, o que se traduz numa menor integração da educação artÃstica nas práticas educativas no 1.º CEB. Os docentes do 1.º CEB desenvolvem as Expressões ArtÃsticas em interdisciplinaridade com as outras disciplinas do currÃculo, mas não adotam nenhuma metodologia ou recursos especÃficos para alunos com NEE os quais, sempre que possÃvel, integram as atividades artÃsticas nos mesmos moldes que os restantes colegas da turma.The recognition of the importance of the arts education as a key area for the harmonious development of students in general and students with special educational needs in particular has not been translated into consistent practices. The aim of this study is to verify, in the perceptions of class teachers, educational practices conducive to the inclusion of students with special educational needs through the arts in the context of the classroom, as well as the relevance given to the arts education.
According to the problems and set goals we adopted a descriptive mixed study, which uses a combination of methodological approaches of quantitative and qualitative research. We applied a questionnaire to a non-probability convenience sample consisting of 42 class teachers with students with special educational needs in the regular classroom. The average age in the sample is 43.48 years (deviation of 7.259), ranging between 35 and 59 years, 85.71% of females.
The results show that, despite the recognition by the teachers the importance of the arts education for its comprehensive and holistic role, this area has been losing importance in the curriculum and its extension and the lack of time are the greatest difficulties of teachers, which translates in lower integration of arts education in educational practices. Teachers develop the arts in interdisciplinarity with the other subjects in the curriculum, but not adopt any methodology or specific resources for students with special educational needs who integrate the artistic activities in the same way as the class
De mochila nas costas, reconstruindo as trilhas da revista Realidade e em busca de novas narrativas: revista Campus Repórter-UnB
O artigo descreve a experiência de uma revista laboratório da Faculdade de Comunicação da Universidade de BrasÃlia, revista
Campus Repórter, lançada no ano de 2007, mas, vai além e
problematiza, a partir de experiências concretas, o espaço de
ensino-aprendizagem em produção de reportagens como um espaço para construção de (novas) formas narrativas para o jornalismo impresso, especialmente o jornalismo de revista.
Também descreve o modo de produção colaborativa da revista,
a qual envolve estudantes de jornalismo, publicidade e desenho
industrial, com supervisão de professores editores da área de
reportagem, fotojornalismo e planejamento gráfico.Conclui que a
experiência colaborativa na produção de uma revista laboratório
soma resultados e que a revista tem trilhado um caminho que
aponta para novas formas narrativas mais atentas à polissemia,
assim como a perspectivas inovadores de narrar fatos cotidianos a partir de uma perspectiva mais contextual, com inspiração na revista Realidade (1966 a 1976)
